William Cecil Welsh Rawlinson was born at Chedburgh Rectory, near Bury St Edmunds, on 17 December 1855. He was appointed an Ensign in the 10th Foot on 1 May 1878; Lieutenant, 31 August 1878; Captain, 10 January 1885; Major, 19 February 1896. He served with the Sikkim Field Force, 15 March 1888 to 27 September 1888, as Aide-de-Camp to Sir Steuart Bayley, Lieutenant-Governor of Bengal, and was present in the engagement at Gnathong (Medal with Clasp).
