Philip Joseph Lawrence Allum was born in Bradfield, Berkshire, on 11 October 1906, and was serving as Quartermaster Sergeant Instructor in Force Piledriver when awarded the British Empire Medal in the 1942 Birthday Honour’s List. He was commissioned Acting Royal Marine Gunner on 9 May 1942, and was promoted Lieutenant on 11 October 1943, serving as a Temporary Captain from 16 July 1944. From 2 August 1944 to January 1945, he served as Port Adjutant and Assistant Provost Marshal Taranto on the staff of Rear Admiral Morgan, Taranto and Adriatic Station, at H.M.S. Fabius (the Royal Naval base at Taranto, Italy). He died in Hampshire on 24 September 1954.
