Joseph Spurrier Last was born in 1897 and served with the Honourable Artillery Company in Egypt and Palestine from 12 November 1915 to 1917. He was commissioned 2nd Lieutenant, R.A., on 20 September 1918, and appointed assistant district commissioner at Zanzibar in September 1919, and was acting district commissioner at Pemba, December 1926 to April 1927. He also held appointments as acting chief secretary, clerk to the executive and legislative councils, and editor of the official gazette, July to September 1927; acting assistant chief secretary for various periods, 1928-32. Awarded Order of the Brilliant Star of Zanzibar, 4th Class, 1929.
