Walsh Williams was born in Singapore on 1 February 1934, the son of an English father and Chinese mother. Educated at St. Patrick’s School, Singapore, he was first employed with the Municipal Water Board, entering the Singapore Harbour Police on 6 March 1952. As a Harbour Policeman he carried out anti-smuggling duties and assisted in duties against Indonesian infitration. Awarded the G.S.M. on 25 May 1954, he resigned from the Police on 18 December 1961.
