Milton Russell Aggs was born on 11 October 1904. He served in the Australian Militia for some years between the wars. He was in the Senior Cadets and was a Cadet Lieutenant. On 10 March 1923, as a Cadet Lieutenant, Aggs was granted a commission as Lieutenant in the 18th Infantry Battalion. Initially, he was allotted as Assistant Adjutant to the Senior Cadet Companies that were attached to the Battalion. The 18th Battalion (The Kuring-Gai Regiment) had its H.Q. at Hornsby but had moved to Artarmon by 1926. Aggs was promoted to Captain in the 18th Battalion on 15 February 1928. With the reorganisation of the battalions in 1935, Aggs was appointed a Captain of the 18th/51st Battalion - the latter having the subsidiary title of ‘The Field of Mars Regiment’. Aggs was a Temporary Major, 17 January-31 March 1940, and was transferred to the Reserve of Officers (Infantry) as a Captain on 1 April 1940. He was promoted Temporary Major again on 14 March 1941. He was placed on the Retired List from the 35th Australian Infantry Battalion (A.I.F.) on 20 March 1944 as a Major with permission to retain his rank and wear the prescribed uniform.
