Full weight cut quarter segments are extremely rare and it is likely they were cut down when the dollar was increased in value from 12 to 15 reaals (see next lot), the same combination of countermarks being used on cut fifth segments from Spanish-American 8 réales (many of these are noted as cut sixths or even lighter)
