Menocal saw Cuba's participation in World War I and his re-election in 1917 triggered a Liberal revolt, however U.S. military intervention kept him in office. He ran for President again in 1924, then in 1930-1 led an unsuccessful rising against Gerardo Machado and went into exile in the USA. He returned to Cuba to run for President for a final time in 1936
