Thomas Mullins was born at Shankhill, Belfast, and enlisted for the 60th Foot in July 1867. After the campaign in Afghanistan he served in South Africa during the First Boer War. He was finally discharged in January 1891, in the rank of Colour-Sergeant, having transferred to the Rifle Brigade in July 1889.
