William Lugg was born on 17 March 1774 and joined the Navy in 1796 as Master’s Mate. He was confirmed a Lieutenant in November 1806 and saw much service afloat. For several periods between October 1835 and September 1843, Lieutenant Lugg served as Agent for Transports afloat. He was the Senior Agent employed under Sir William Parker during the campaign in China, where he landed the troops at Amoy and Chusan. He was promoted to the rank of Commander in 1845.
