John Julius Rixen was born in St. Nicholas, Heligoland (then a British possession located in the southeastern corner of the North Sea, and now part of the German State of Schleswig-Holstein), on 7 September 1869, and joined the Royal Navy as a Boy 2nd Class on 31 January 1885. Advanced Ordinary Seaman on 7 September 1887, when serving in H.M.S. Minotaur, he was promoted Able Seaman on 1 March 1888 when serving in H.M.S. Northumberland. He transferred to H.M.S. St. George, a first class cruiser, on 25 October 1894, and served in her during the Brass River expedition, 7 to 26 February 1895. Advanced Petty Officer Second Class on 17 June 1897, whilst serving in H.M.S. Blonde, he was Shore Pensioned on 31 October 1909, joining the Royal Fleet Reserve at Portsmouth the following day. He was finally discharged on 6 September 1910.
