Shah Wali Khan was born on 1 June 1896 and graduated from Veterinary College on 11 April 1918, enlisting in the Indian Army Veterinary Corps on 16 July of that year. He served during the Great War with the Egyptian Expeditionary Force from that date, and was promoted Jemadar on 1 September 1923 whilst serving with No. 3 Section Rawalpindi; and Risaldar on 27 February 1939 whilst serving at the Indian Mobile Veterinary Hospital, Delhi. Appointed Veterinary Assistant Surgeon on 16 February 1940, he was awarded the Order of British India 2nd Class in 1943, and was granted an Emergency Commission on 13 March 1944.
