William Slee was born at Devonport, Devon, on 16 July 1824. He entered the Royal Navy as a Boy 2nd Class aboard H.M.S. Rodney, and in that ship saw service at Syria (Medal with clasp). As Captain of the Mizzen Top he saw service during the Second China War in H.M.S. Amethyst (Medal), and received his L.S. & G.C. medal as Quarter Master of Phoebe on 20 June 1866.
