Arthur John Jay was a native of Stoke-by-Clare, Suffolk. He served during the Great War with the 8th (Service) Battalion, Suffolk Regiment in the French theatre of war from 25 July 1915. He subsequently transferred to the 2nd Battalion, with whom he was awarded the Bar to his M.M.
