Walter Wilkins Payne was born in Surrey on 7 July 1898, and joined the Royal Navy as a Sick berth Attendant on 14 February 1917, serving during the Great War at R.N. Hospital Haslar. He was awarded his Long Service and Good Conduct Medal on 26 February 1932.
