Edgar Hool Jepson was born in Leeds, Yorkshire in June 1880 and entered the Royal Navy as an Acting Electrician 4th Class in March 1902. He subsequently witnessed active service aboard H.M.S. Hyacinth in the Somaliland operations of 1903-04, and again aboard the armoured cruiser Devonshire from August 1914 until July 1916. In the latter month he came ashore to Vernon, having become one of the very first men to attain the rank of Warrant Electrician, and he ended the War with another appointment in the submarine depot ship Adamant. Jepson was finally pensioned ashore in July 1920.
The Electrical Branch was instituted in 1901. Jepson was rated Electrician 2nd Class in May 1909, restyled Electrical Artificer 2nd Class in July 1913, and promoted to Chief Electrical Artificer 2nd Class in April 1915.
