Michael Shea was born in Hyne, Co. Kerry, on 1 February 1875, entering naval service on 23 February 1894 as a Stoker 2nd Class. He was awarded his L.S. & G.C. on 15 October 1912, and was serving in H.M.S. Theseus on the outbreak of war, remaining in her until November 1914, when he was drafted to Vivid II until June 1915 and then Cleopatra until October 1918. After brief service in H.M.S. Dauntless, Shea joined the Coast Guard in June 1919.
