Arthur Edward Hall was born in Sheerness, Kent, in February 1864. He joined the Royal Navy as a Domestic 3rd Class in March 1882, and advanced to Chief Sick Berth Steward in May 1900. He served with H.M.S. Blenheim between August 1894 and January 1997 (awarded L.S. & G.C. in ), and at Chatham and Haslar Hospitals, on and off in between sea-going postings from September 1889 to September 1904.
