John Andrew Neal was born in Decca, Bombay, India, on 28 August 1872 and joined the Royal Navy as a Sick Berth Attendant at R.N. Hospital Haslar on 1 October 1892. Advanced Sick Berth Steward on 1 April 1901, he was awarded his Long Service and Good Conduct Medal on 19 April 1907, and was promoted Chief Sick Berth Steward on 14 August 1910. Shore pensioned on 1 May 1913, he served during the Great War afloat in H.M.S. Malaya from 28 January 1916 to 31 March 1918.
