James Hannan was born in Dublin on 29 September 1828, was appointed an Assistant Surgeon with the 49th Foot on 7 April 1854, and served with them in the Crimean War, for which service he was awarded the Order of Medjidie 5th Class. Promoted to Staff Surgeon and Surgeon-Major on 4 November 1864, he later served with the Royal Artillery and again with the 49th Regiment. On 27 November 1879 he attained the Brigade Surgeon. He died at Simla on 12 June 1880.
