Henry Theodore Blandford was born in Poole, Dorsetshire on 29 December 1857. Entering the Royal Navy as an Acting Engine Room Artificer on 30 November 1880, he was confirmed in that rank in October 1881. Serving on Decoy, November 1881-January 1885, he saw action at the bombardment of Alexandria, 11 July 1882 and later still at Suakin during 1884. He attained the rank of Chief Engine Room Artificer in July 1891 when on Imperieuse. Forfeited his L.S. & G.C. Medal on 19 October 1892 but this was restored on 14 March 1901 when serving on Duke of Wellington. Pensioned 10 May 1901.
