Samuel Robert Pinegar was born in Swindon, Wiltshire on 13 October 1873. A Fitter by occupation, he entered the Royal Navy as an Acting Engine Room Artificer 4th Class on 5 November 1894. Serving on Terror, December 1895-April 1899, he was confirmed in his rank in June 1896 and promoted to E.R.A. 3rd Class in December 1897. Promoted to E.R.A. 2nd Class in December 1901 on Agincourt and C.E.R.A. 2nd Class in January 1903 on the Duke of Wellington, he attained the rank of C.E.R.A. 1st Class in January 1909 on Cormoran, on which ship he was awarded the Royal Navy L.S. & G.C. During the Great War he served on the minelayer Naiad, August 1914-March 1915. He was promoted to Acting Artificer Engineer in December 1916,
