K.P.M. London Gazette 3 January 1911. ‘Hugh Andrew Kelso, District Superintendent, Indian Police (Bengal)’

Citation: ‘He rendered exceptionally good service in connection with the outbreak against the Indigo Planters in North Bihar in the cold weather of 1908/09. The disturbances spread over the Northern half of the Champaran District and required much tact, judgement and organizing power to quell. Mr Kelso handled the situation with conspicuous skill and he succeeded, not only in keeping the disorders from spreading, but also in bringing the offenders to justice. He had previously been instrumental in breaking up two desperate gangs of professional criminals who had defied the authorities and terrorized a portion of the district for a considerable time.’
