In 1899 Hubert Ashton Laselve Simpson, OBE (†1938) was the first black Jamaican elected to the Legislative Council. He was a founding member of the National Club in 1909, which was restricted to those born in Jamaica who wished to see the island progress towards far greater autonomy. In 1911 he was elected to the Legislative Council for Kingston and mayor the following year, a position he was to hold several times. He was awarded the OBE in 1918 for his services during the First World War
