Charles James McLean was the 3rd son of Archibald McLean, of Pennycross, Argyll, and brother of Allan T. McLean, 13th Light Dragoons. He was appointed Ensign, 20 October 1808; Lieutenant, 18 July 1815; half pay 1816.
