Bertie Templeton Earle was born in 1864 and joined the Civil Service attached to the Metropolitan Police. On the Staff of the Commissioner’s Office he would have been involved in the administration in support of the operational side of the police force. Rolls no longer exist for the 1887/97 awards but he is confirmed on the rolls for 1902 and 1911. Approximately 24 medals were issued to civilian members of the Commissioner’s Staff for 1887, approximately 15 clasps for 1897, and approximately 50 medals for 1902. No numbers are known for 1911 but it can be assumed that the number of civilians on the permanent staff had continued to increase.
