The Merit Order of the German Eagle was instituted on 1 May 1937 and was issued in six classes The statutes were revised on 20 April 1939, with the institution of an additional class and the provision of ‘swords’ for all classes. The Order was completely revised on 27 December 1943, being issued in nine classes with new class designations. The above, pre-December 1943 ‘Merit Cross with Star’, was re-designated the ‘2nd Class’. The number ‘21’ on the pin indicates the manufacturer - Godet of Berlin.
