John Evans Penn was appointed Surgeon on 26 February 1883, and was Surgeon of Woodlark during the naval and military operations in the Eastern Soudan at Suakin, 1884-5 (Egyptian Medal, Khedive’s Bronze Star). He served with the Naval Brigade, landed with the Army, during the Burma Annexation war of 1885-7 (India Medal with Burma 1885-7 clasp). As Staff Surgeon of Philomel he was present on the occasion of the bombardment of the Sultan of Zanzibar’s palace, on the 27th August 1896, by the Squadron of Rear-Admiral H. H. Rawson, C.B., and landed from the Squadron to punish the King of Benin for the massacre of the political expedition, ending in the capture of Benin City, 18th February 1897 (General Africa Medal with Benin clasp).
