William Roscoe (1753-1831), Liverpool historian, politician and banker; Sir William Brown (1784-1864), Liverpool benefactor, who gifted the city a free public library and the Derby Museum, opened on 8 October 1860; Blackburn’s free library was opened by the Mayor, John Pickop, on 11 June 1874
