Herbert Seymour Marshall was born on 10 October 1838, son of H. P. Marshall and Jane Marshall. He was commissioned as Ensign on 16 June 1859 and posted to H.M’s 53rd Regiment the following October. He transferred to H.M’s 6th Regiment in March 1860, was promoted to Lieutenant in December 1860, and joined the Indian Army shortly afterwards, being posted to the 28th Punjabis on 9 February 1861. He served with this regiment for the remainder of his active service, becoming Colonel in November 1888.

He served with a Wing of the 28th N.I. in the Cossyah and Jintiah Hills expedition in Assam, 1862-63, and was present in the capture of the stockade at Ooksal on 11 March 1862, and at the ‘capture of several stockades’. During the Second Afghan War of 1878-80, he took part in the expedition to Khost; action at Matun, 7 January 1879; battle of Charasia, 6 October 1879; the occupation of Kabul; action at Doaba, 8 November 1879; action at Lataband, 14-16 December 1879; and in the operations around Kabul. For these services he was Mentioned in Despatches and obtained the medal with two clasps. He was promoted to Lieutenant-Colonel in June 1885, and to Colonel of the 28th Punjabis in November 1888. In 1894-95 he was placed on the Unemployed Supernumerary List. Colonel Marshall died in Burnham, Somerset, on 20 August 1898.
