Edward Boucher was born in January 1880 and entered the Royal Navy in July 1897, being appointed a Clerk in July of the following year. Joining H.M.S. Forte in April 1902, he served briefly off South Africa during that ship’s second Boer War commission, and was present in her when she collided with the S.S. Nautilus in thick fog in Lambert’s Bay in the following month - one rating was injured.

Boucher served in the cruiser H.M.S. Blake from March 1914 until February 1916, when he came ashore to take up an appointment at Cranwell Air School, and in February 1918 he was officially attached to the Royal Air Force. Relinquishing the latter appointment at the end of the War, he was awarded his M.V.O. in respect of services in the Repulse during the Prince of Wales’ visit to Africa and South America in 1925, and was placed on the Retired List in the rank of Paymaster Captain in January 1930.
